CITY OF PLATTSBURGH
GREEN CITY ADVISORY COMMITTEE
BY-LAWS

 
ARTICLE I
Name
 
This committee shall be known as THE PLATTSBURGH GREEN COMMITTEE. 
 
 

ARTICLE II
Purpose
 
THE PLATTSBURGH GREEN COMMITTEE shall be a non-partisan volunteer
community action committee of the whole working to develop effective and
sustainable initiatives that provide positive environmental impact for the City and
Town of Plattsburgh and Clinton County.  Our mission shall further be to provide
a forum for community members to discuss environmental issues and advocate
for specific environmental objectives.
 
 

ARTICLE III
Membership, Voting, Meetings
 
SECTION 1. MEMBERSHIP: 
THE PLATTSBURGH GREEN COMMITTEE shall be comprised of residents of
Clinton County and Non-Resident Business Owners sharing a common interest
in the purpose and mission of the committee. 
 
SECTION 2.   VOTING PRIVILEGES: 
All members of THE PLATTSBURGH GREEN COMMITTEE shall be entitled to
one vote. 
 
SECTION 3. MEETINGS 
A. Regular meetings shall be held on one day of each month unless otherwise
agreed to by the membership via a vote.  Said day and time to be set by THE
PLATTSBURGH GREEN COMMITTEE membership. 
B. Special meetings may be called by the Chairperson or a majority of THE
PLATTSBURGH GREEN COMMITTEE members. 
C. All meetings are open to any visitor(s). 
 
SECTION 5. CONDUCT OF MEETINGS 
A. All decisions require a quorum in attendance.  A quorum shall consist of 11
members.
B. The rules contained in Roberts Rules of Order Newly Revised shall, at the
discretion of the Chairperson and with concurrence of THE PLATTSBURGH
GREEN COMMITTEE members, govern THE PLATTSBURGH GREEN
COMMITTEE in all cases to which they are applicable, and to which they are not
inconsistent with the rules of THE PLATTSBURGH GREEN COMMITTEE. 
C. THE PLATTSBURGH GREEN COMMITTEE may establish other rules of
procedure as deemed necessary for the conduct of business. 
D. An opportunity will be provided at each meeting for visitor comment on
agenda and non- agenda items. 
 
 

ARTICLE IV
Officers and Duties
 
SECTION 1. OFFICERS: 
A Chairperson, Vice-Chairperson, Treasurer and a Secretary shall be elected by
THE GREEN COMMITTEE ADVISORY COMMITTEE and shall serve as the
Executive Committee. 
 
SECTION 2. TERM OF OFFICE: 
A. Officers shall serve a term of office for one calendar year starting at the first
meeting of the calendar year. 
B. Officers shall be eligible to serve two consecutive terms. 
 
SECTION 3. DUTIES:  
A. The Chairperson shall preside at all meetings, shall be the spokesperson for
THE PLATTSBURGH GREEN COMMITTEE at all outside activities including
liaison with the Green Committee of Plattsburgh State, and shall be responsible
for the expeditious conduct of THE PLATTSBURGH GREEN COMMITTEE’S
business. 
B. The Vice-Chairperson shall assume the duties of the Chairperson in his/her
absence through the balance of the term. 
C. The Chairperson may designate a member of THE PLATTSBURGH GREEN
COMMITTEE to be a spokesperson for THE PLATTSBURGH GREEN
COMMITTEE at an outside activity, including as a liaison to the Green
Committee at Plattsburgh State and to local government entities and bodies if
neither the Chairperson nor Vice-Chairperson is available to attend the activity.
D.  The treasurer shall be responsible for all organizational finances and
accounts (including all disbursements and reimbursements) and shall keep
accurate and updated account of all budgets.  The Treasurer shall give written
report at every meeting and shall prepare an annual report.
D.  The Secretary shall be responsible for working with the Chairperson to create
all meeting agendas and to keep meeting minutes.  Further, the Secretary shall
post agenda, meeting minutes and other announcements and communications at
the THE PLATTSBURGH GREEN COMMITTEE’s web space.
 
 

ARTICLE V
Amendments
 
These By-laws may be amended by a favorable vote of the majority of the
members attending a meeting at which a quorum is present called in conformity
with these By-Laws.   
 
By-laws shall be reviewed annually at the first meeting of the calendar year for
amendment.
